What is the “Power line frequency (for fluorescent light)” setting and why would I want to set it to a different frequency?

Fluorescent lights will flash according to the power line frequency (which causes the flicker speed to depend on local power utilities). If an environment is lit entirely with fluorescent light, it is a good idea to toggle this setting as it will remove the flashing and flickering that could occur.
